12.1.2019 Motions and Candidate Board member FCH
Information from the election supervisor:
FC Barcelona nominated David Barrufet for the vacant position ‘Board member FCH’. He is the only nomination received.
____________________________________________________________________
The following motions will be proposed from the board to the General Assembly on 26th January:
- Motions
Board proposals for changes of the FCH statutes as of season 20/21, to be approved during the 20th FCH General Assembly on 26th Jan 2019:
I. Redactional Changes:
2.1.1.1 Any natural person or legal entity may become an active member of the association if it is authorized in writing by a Handball club, being in the current season or having been in the last season:
- National champion of an EHF member federation or
- participant of the group phase of the VELUX (to be deleted/replaced as of season 20/21) EHF Champions League (CL) or
- one of the top 32 clubs of the EHF-Cup (to be replaced by European Handball League as of season 2020/21) or
- one of the top 16 clubs of the Challenge Cup (to be replaced by EHF-Cup as of season 2020/21)
- one of the top 8 clubs of a Non-European Continent
II. Change of the duration of the electoral period:
The Board proposes to enlarge the term of office from 2 to 4 years as of season 21/22.
Argumentation: All EHF officials are elected for 4 years as of April 2021.
The EHF Congress is moved from autumn of even years to spring of odd years, starting in 2021. It is difficult for new FCH office holder to start an office in the middle of the electoral period.
3.2.3 An ordinary General Assembly of members must be held at least once a year.
An ordinary General Assembly with elections must be held every second year at the end of the season in even years.
An ordinary General Assembly of members with elections must be held every fourth year at the end of the season, starting as of May/June 2021.
III. Redactional Changes
3.2.7 The number of votes of each member in the General Assembly shall be determined according to the following criteria (taking in account the better result of current and previous season):
3 votes: Participant of the group phase of the VELUX (to be deleted/replaced as of season 20/21) EHF Champions League (CL) or
- 2 votes: Participant of the top 32 (group phase as of 20/21) clubs of the EHF-Cup (to be replaced by European Handball League as of season 2020/21) or
- 1 vote: Participant of the top 16 clubs of the Challenge Cup (to be replaced by EHF-Cup as of season 2020/21)
- 1 vote: National champion
- 1 vote: Non-European members
IV. Development of the FCH structure
In the past FCH had twice the need to pay compensation to the FCH President for various reasons. This change of the statutes enables FCH to have a paid President in the future, if the General Assembly decides so.
3.3.2 As a general rule the Board (exception: Managing Director)
shall conduct the affairs of the NPO in an honorary capacity.
The Board may decide that the President receives a salary.
Clarification
This clarification is to be implemented on request of our legal advisors. The FCH Managing Director is already elected into an office at the moment.
3.3.10 The General Assembly can elect the FCH Managing Director into an office of IHF, EHF, EHFM, FCH or other bodies.
V. ‘FCH Rules of Procedure’ and ‘ FCH Election Regulations’ will be adapted accordingly.
